It is a self-inking stamp with numbered wheels. Each press prints the current number and automatically advances it, so you can number a stack of documents in sequence. An internal ink pad inks each impression and is topped up with matching numbering ink.
Many numbering machines let you set how many times a number repeats before stepping up, from once (advance every press) to several times. A repeat setting is handy when you need the same number on duplicate copies before moving to the next.
