Foolscap is slightly taller and wider than A4. Many NZ offices file in Foolscap because the extra margin stops punched holes tearing. A4 suits standard printed documents.

A lot more than a ring binder. The lever mechanism clamps a thick stack, so one file typically holds several hundred sheets, which is why it suits archiving.

PE is a polyethylene plastic cover. It wipes clean and handles knocks better than laminated board, so it lasts on busy or mobile desks.
